South River Village Opens as Oceanside’s First Off-Site Affordable Housing Community
On August 7, Level 3 Construction joined city leaders and community partners to celebrate the grand opening of South River Village, Oceanside, California’s first off-site affordable housing community. Developed by MirKa Investments, the project marks a milestone in the city’s commitment to housing inclusion and public–private collaboration.
The ribbon-cutting drew about 50 attendees, including Oceanside Mayor Esther Sanchez, representatives from the city’s Housing Commission, Hunt Companies, California Bank and Trust, Lennar, Hyder Property Management, Corinthian Title & Escrow, the California Department of Developmental Services, and the San Diego Regional Center.
Mayor Sanchez highlighted the project’s impact on expanding housing access for residents, including those with disabilities. Another speaker urged the community to rethink outdated stereotypes about affordable housing, emphasizing that it’s an asset designed to keep our teachers, public servants, and working families in our communities.
In his remarks, Bob Cummings, president of MirKa Investments, commended Level 3 Construction’s work on the project, calling the company “my favorite GC to work with so far.” Addressing CEO Ian Mahon, he added, “You guys did a great job… super professional and easy to work with. We hope to partner with you lots in the future.”
Located at 4933 North River Road, South River Village offers 43 one-, two-, and three-bedroom apartments with contemporary interiors, GE appliances, luxury vinyl plank flooring, abundant natural light, and accessible hallway bathrooms. Designed to blend seamlessly into the surrounding neighborhood, the community delivers high-quality, affordable housing while meeting a critical regional need.
