Level 3 Construction partnered with MirKa Investments to bring South River Village to life — Oceanside’s first off-site affordable housing development. Located at 4933 North River Road, this 37,000 square-foot, four-story community includes 43 thoughtfully designed apartments ranging from one to three bedrooms. The project supports individuals and families earning between 30% and 80% of the area median income, with 15% of units built to ADA-accessible standards.Built using Type V-A construction, South River Village reflects a collaborative effort to increase the availability of high-quality, affordable housing in North County San Diego. MirKa Investments selected us for this ground-up project based on our multifamily experience, technical expertise, and competitive pricing.

Designed in the Spanish Mission style, South River Village features a stucco exterior and tile roof. Inside, residents enjoy durable luxury vinyl plank flooring, Quartz countertops, General Electric appliances, air conditioning, ample storage, and abundant natural light. Community amenities include a children’s play area, a community room, laundry facilities, and 28 on-site parking spaces — delivering comfort, functionality, and a sense of home. In recognition of its quality and impact, the Building Industry Association of San Diego County named MirKa Investments an Icon Award Finalist in 2025 in the category Best Affordable Community of the Year for South River Village.

South River Village fulfills the inclusionary housing requirements for the nearby North River Farms master-planned development and was approved under Oceanside’s case-by-case off-site affordable housing policy. Its convenient location ensures residents benefit from greater mobility and access to opportunity. Moreover, the community directly addresses the region’s pressing housing shortage by providing accessible, stable housing for working families and individuals. As the first of two joint efforts with MirKa Investments, the project exemplifies our commitment to building lasting, community-focused developments that contribute to a more inclusive future for all.
